      Hi Mary. It’s called tule, and it is used on formal dresses to give added fullness under skirts. It can be purchased at your local fabric shop. It comes in white, black, burgundy, and a variety of other colors. You can get it with sparkles or sequins. I prefer to use black, just one layer. I hope this helped! Happy Quilting!

    This piece is so beautiful I’d like to try it myself! How do you sew all those little pieces on the bottom piece so that they don’t float around? Do you sew the tule using free motion technique? The video cut off right when it was getting down to the part where I was learning what to do…

      Hi, Elizabeth. Thank you for your comment. You put the schmo bled where you want them, layer the tool on top, this should hold the schmo bled in place. And then yes, you free motion trying to get most of the scribbles with a stitch or two. When complete you won’t even notice the tulle. Happy Quilting!
